Finland Reduces VAT Rate to 13.5%
The Finnish Parliament has approved a reduction in the reduced value-added tax (VAT) rate, lowering it from 14% to 13.5%. This change took effect this month as of January 2026. If you are organizing an event in Finland, or selling certain reduced rate goods, and/or registered for VAT (OSS/IOSS) in Finland already please contact us today.
The reduced VAT rate applies to certain goods and services, including:
• food and groceries
• pharmaceutical products
• restaurant and catering services
• services connected cultural activities, including event admissions, sports, exercise.
• books, both printed and digital
• certain accommodation and transport services
If you sell other goods or services the standard VAT rate of 25.5% still applies, please email us at vat@eurovat.com to make sure the change does not affect you.
According to Finnish VAT legislation the VAT rate is generally determined by the delivery date OR if a customer pays in advance the VAT rate is based on their payment date. For US companies selling goods to Finland through an electronic interface: the date is typically when buyer’s payment is accepted.
